Penny Roma’s lunch service, run by the Flour Water Pasta Shop, is one of the more polished midday options in the Mission. I ordered the chicken sandwich and the cacio e pepe. Both were executed without shortcuts and showed the same level of detail they put into dinner service. We sat indoors next to the big wood-burning kitchen fire, which adds warmth and atmosphere without turning the room loud. Inside stays quiet, which makes it an easy pick for families.
