This is on a side street across from the Cathedral and National Sculpture Museum. We stumbled on it by accident and were so impressed that we went back again the next day. Very local feel you won't see many tourists here. Rough around the edges, but very friendly and good tapas. Not fancy but a good local Spanish experience with great prices. If you're there in the summer, try their Vino del Verano a lighter version of sangria using lemon soda and fruit along with local wine very refreshing!
I particularly enjoy finding somewhere off the tourist map serving food as it has been over the years. They have tables inside and out on the street corner in a relatively quiet area. Little or no English is spoken, but the food is on display at the counter. A good range of typical tapas/raciones is available and the quality is fine. The tortilla was one of the best I have had. Good value for money.
We entered this bar as we saw that it was full of locals and therefore we thought we could have a real and non-touristic experience! our purpose was having breakfast but we ended up eating also some tapas as they looked really good and we couldn't resist. Really nice and kind staff and the food was super super good and not expensive at all:

Gran variedad de platos. Con un plato te llenas. Todo muy rico. Vale la pena el precio. La atención perfecta y amable por parte de todos sus camareros. Un sitio cómodo y tranquilo. Repetiría.
Carta variada con productos de calidad. Gran servicio de mesa de Oscar, cuya amabilidad nos dejo gratamente sorprendidos.
La comida magnifica buenisima recomiendo 100 por 100 y el buen trato se llama OSCAR un fenomeno
