The congee here is also a hidden gem, featuring fresh ingredients, a smooth texture, and a depth of flavor that reflects the time spent on its preparation. Dim sum is a hit with kids, and you can’t go wrong with the shrimp dumplings and steamed buns, which are timeless choices. Just keep in mind that their dim sum is factory-made and frozen, then reheated, rather than prepared fresh in-house.
The congee was how my grandmother would cook it and the garlic chicken wings had much garlic flavor. So very tasty!!! I hope/plan to become a regular : I am slowly going through their menu. This evening I had the shrimp and wonton noodle soup. Another winner!!!This place wins hands down as my favorite Chinese restaurant in Berkeley:
The driver made excuses for not being able to deliver to my door. Since I’m recovering from shoulder surgery, I had to guide him to the correct location. He handed my food to my only usable hand, and then he didn’t open the door to my building. This forced me to drop my food in order to open the building door myself.
Overall, I won’t be returning, as there are plenty of other dim sum spots nearby that offer much better quality. The food lacked flavor, and everything was served in disposable plastic containers. At Yin Ji Chang Fen, the fried wings were disappointing, with some parts undercooked and a noticeable taste of blood. Even the fully cooked sections lacked flavor. However, the buns from their menu were quite enjoyable.
I liked the brisket from a different location but at this location the meat was old not tender. I left most of bowl untouched.On the other hand, the beef rice noodle roll was good.
The food was disgusting, the waitress was rude, they don’t even give you a plate to eat your dim sum in. I will never go back there again. Food: 1 Service: 1 Atmosphere: 1

Absolutely delicious! The food tastes amazing and is very affordable—just $30 for three people. The staff are friendly, and the interior is charming!
